Project Summary: Under this phase of Hazardous Brownfields Assessment, the City would perform Phase II ESAs on several properties (identified in Community Need 1a in the grant application where Phase I ESAs were performed under the City's previous EPA grants and had findings warranting additional assessment. For each of the Phase II ESAs performed, Quality Assurance Project Plans (QAPP), Site-specific Sampling and Analysis Plans (SSAP), remedial action work plans (RAWPs), and future reuse plans would be developed. If any new Hazardous sites are identified, they will be added to the inventory and a Phase I ESA will be performed (as of the date of this application, no additional sites have been identified, but the City would anticipate approximately two [2] new properties will be added to the inventory). Since no assessments have been performed under our former EPA grants on any petroleum sites, under this phase of Petroleum Brownfields Assessment, the City would develop a Petroleum site inventory and prioritization, perform Phase I ESAs on approximately 10 to 12 properties, and perform Phase II ESAs on approximately two (2) to three (3) properties. For each of the Phase II ESAs performed, the following would be developed: QAPP; SSAP; RAWPs; and future reuse plans. While a partial inventory of the City's petroleum sites has already been prepared, a comprehensive inventory will be completed under the grant.
On October 15, 2010, the City of Ranson applied for $351,500 (Hazardous Substances $192,500; Petroleum $159,000) in FY 2011 Brownfields Assessment Grant funding, which will be used to assess and plan the redevelopment of brownfield sites around the Kidde Foundry in the Commerce Corridor.

If Ranson is awarded the grant, the City intends to perform the following tasks:
Hazardous Specific Tasks:
Task 1 (Community Outreach):
Funding under this task will be used to pay for supplies (Sites specific print outs, posters, brochures, fliers) in order to continue to inform our residents about the activities and successes. Public meetings and planning charettes will also be held to provide information, a venue for public involvement and feedback. Funds will also be used for two representatives to attend two (2) EPA National Brownfields Conferences, and three (3) West Virginia Brownfields Conferences.
Task 2 (Phase I ESAs):
Under this task, Phase I ESAs will be completed on approximately two (2) new Hazardous sites that may be identified as we move this project forward. The Phase I ESAs will be performed under the EPA's AAI rule, and are estimated to cost approximately $3,000 each based upon estimates provided by our current environmental contractor.
Task 3 (Phase II ESAs):
Under this task, Phase II ESAs will be completed for approximately 3- 5 Hazardous sites as identified in Community Need – 1a above. The majority of these sites have had Phase I ESAs performed under a previous EPA grant, or were privately assessed and require additional investigation. A quality assurance project plan (QAPP), sampling and analysis plan (SAP), and a site-specific health and safety plan (HASP) will be developed for each site investigation as part of this task. Estimated costs were provided by our current environmental contractor and are shown in the table in Community Need – 1a.
Task 4 (Reuse and Remediation Planning):
Under this task, remedial and reuse plans will be developed for the each of the sites evaluated under the grant, as well as completing comprehensive area-wide redevelopment plans for the cities that include all the brownfield sites. Further, based upon the results of the Phase II ESAs from Task 3, decisions on whether to enter any of these sites into the State Voluntary Remediation Program will be determined.
Task 5 (Community Involvement):
Under this task, the Commerce Corridor Council will be continued and regularly convened; community outreach and education will be continued; intensive collaboration with site owners will be continued; and several community workshops to unveil and explain the integrated end-use plan will be held.
Petroleum Specific Tasks:
Task 1 (Community Outreach):
Funding under this task will be used to pay for supplies (Sitespecific print outs, posters, brochures, fliers) in order to continue to inform our residents about the activities and successes with our Commerce Corridor Project, and to provide information and a venue for public involvement with the project. Additionally, although we already have a substantial inventory of petroleum sites, we will complete the inventory and prioritize sites for Phase I and II ESAs.
Task 2 (Phase I ESAs):
Under this task Phase I ESAs will be completed under the AAI Rule on approximately 10 to 12 petroleum sites that are anticipated to be eligible for EPA funding. Additional Phase I ESAs will be performed if the property owners agree to allow access, and the sites are not already being addressed by other means.
Task 3 (Phase II ESAs):
Under this task, Phase II ESAs will be completed for approximately two or three petroleum sites that are considered potentially impacted per Phase I ESA results obtained under the grant as specified in Task 2. A QAPP, SAP, and HASP will be developed for each site investigation as part of this task. Estimated costs were provided by our current environmental contractor and are shown in the table in Community Need – 1a.
