In order to redevelop the Kidde Foundry into a vibrant mixed-use development, Ranson will "reopen" the VRP Certificate of Completion and perform the following activities under the VRP:
- Cleanup approximately 4 to 5 acres of the facility to Residential de Minimus standards;
- Modify the current institutional and/or engineering controls to allow residential development, and demolition of the 92,000 sq. ft. site buildings;
- Perform an additional characterization beneath the building footprints as required by WVDEP (potentially outside of grant funding);
- Abate the approximately 56,000 sq. ft. of asbestos-containing building materials (e.g.,roofing, pipe wrap and flooring material);
- Demolish the site buildings and recycle materials as appropriate. The concrete slabs (estimated at 16,508 cubic yards) within each of the buildings would be ground down and reused on the site as structural fill with WVDEP approval and permitting. The end use of the site will be a mixed-use LEED-ND certified development named "Powhatan Place." This site redevelopment is projected to create 5.2-acres of parks, recreation and open spaces; 84 multi-family units; 62 townhomes; 44,000 sq. ft. of retail space; and 22,000 to 30,000 sq. ft. of office space. Ranson has already been approached by two developers, and are working with one of the developers currently to develop two acres of the site (along Mildred Street) into a minimum of 44,000 sq. ft. of retail space.
If Ranson is awarded the grant, the City plans to perform the following tasks with the funds:
Task 1 (Community Outreach):
Funding under this task will be used to pay for supplies (Site specific print outs, posters, brochures, fliers) in order to inform our residents about the activities and successes at the Kidde Foundry. Public meetings and planning charrettes will also be held quarterly to provide information, and a venue for public involvement and feedback. Funds will also be used for two representatives to attend two EPA National Brownfields Conferences, and three State Brownfields Conferences.
Task 2 (Reuse and Remediation Planning):
Preliminary reuse plans are already place but will require additional planning, survey, and engineering detail once a developer has been secured and has committed resources to the site. The City has already paid for a detailed survey of the site, which was necessary to precisely locate buildings, underground utilities, roads, parking lots, etc., and to demarcate areas of residual contamination that may need to be addressed.
Task 3 (Asbestos Abatement):
Under this task, asbestos abatement will be performed in selected site buildings. Ranson has already paid for an asbestos survey which indicates approximately 56,000 sq. ft. of asbestos would need to be abated, with an estimated cost of $202,226.40. The abatement would be performed in phases (by building) to allow for partial redevelopment in selected portions of the site to occur as funding is secured for additional abatement activities in other buildings.
Task 4 (VRP Activities):
Under this task, the site will be reopened under the VRP, supplemental site characterization will be performed as requested by WVDEP (paid for outside of the grant) fees – maximum $5,000) that may be associated with reopening the VRP closure will be paid. Note that no WVDEP entry fees are anticipated, but there may be other fees for modifying the land use covenant and recording the deed. If no fees are required, then we will coordinate with the EPA Project Officer to move these funds to another category.
