The City of Ranson and Apple Valley Waste are proud to announce that AVW has signed a 5-year contract with the City of Ranson to collect residential solid waste for all households within the City. AVW's contract also provides for curbside recycling for all residents. Apple Valley Waste began its collections in the City of Ranson on July 1, 2009. With a fleet of 30 trucks and over 50 employees Apple Valley Waste now provides weekly curbside collection for more than 35,000 customers in the Eastern Panhandle and Washington County, MD.

Services and Rates:

(a) Residential solid waste. The following rates are hereby established for such services:

Full Residential Trash Service with Recycling

  •  • 96-gallon refuse rollout provided.
  •  • 18-gallon recyclable container provided.
  •  • Once per week curbside trash and recyclable pickup.
  •  • Two bulky item pickups per month. July 1, 2009—June 30, 2010 $20.00

July 1, 2010—June 30, 2011 $20.00 monthly

July 1, 2011—June 30, 2012 $20.00 monthly

July 1, 2012—June 30, 2013 $20.00 monthly

Residential Low Producer Trash Service with Recycling

  •  • 32-gallon refuse rollout provided.
  •  • 18-gallon recycling container provided.
  •  • Once per week curbside trash and recyclable pickup.
  •  • Two bulky item pickups per month. July 1, 2009—June 30, 2010 $15.00

July 1, 2010—June 30, 2011 $15.00 monthly

July 1, 2011—June 30, 2012 $15.00 monthly

July 1, 2012—June 30, 2013 $15.00 monthly

The foregoing residential rates shall be billed by the city to each and every residential solid waste producer. Should any such unit be occupied for less than a full billing cycle, upon request and proof of same, the city shall prorate the occupant's sanitation bill for that billing cycle; however, in all such cases the occupant shall be billed a full month for any month that he or she occupied such unit for one day or more. A property owner seeking to have any such unit exempted from sanitation billing due to non-occupancy shall submit a signed affidavit to the city finance director requesting such exemption on a form prescribed by the city; in all such cases payment shall be required for any month that the unit is occupied for one day or more.

Should the state public service commission approve any surcharges, which the city's independent contractor may add to the monthly bills of residential customers, the city recognizes the surcharge and shall apply such surcharge in addition to the above established monthly rates. Such rates shall automatically adjust immediately upon the approval by the state public service commission.

(b) Commercial solid waste and non-residential unit structure solid waste. City's independent contractor, with consultation of the owner of the commercial establishment, multi-family units, or non-residential unit structure, shall determine the amount of average waste to be collected and the number of collections needed per week to keep the property free of waste so as to prevent a health hazard or unsightly presentation and independent contractor shall set such rate as appropriate depending on the circumstances as set forth above. Further, for multi-family units, non-residential unit structures, and commercial establishments shall be billed directly by city's independent contractor for the collection and hauling of solid waste.

(c) Special pick-up rates. City or its independent contractor shall determine the appropriate rate to be charged for special pick-ups for solid waste that is not included in the normal monthly rate and solid waste services.

(d) Excess solid waste. City or its independent contractor shall determine the rate appropriate to be charged for solid waste services which exceed the normal weekly allotted capacity and service provided by the city or its independent contractor.
